"Strategic Discourse" Centre Takes Part in DGAP Panel Discussion on Digital Influence and Public Diplomacy

3Musabay Babayev, Director of the "Strategic Discourse" Student Diplomacy Centre, took part in a public panel discussion held at the Berlin headquarters of the German Council on Foreign Relations (DGAP).
The discussion addressed the boundary between public diplomacy and large-scale, orchestrated cultural influence. Participants examined how states shape the information space through influencers, viral content and memes — from China's "Chinamaxxing" trend to Iran's viral propaganda videos and the digital foreign-policy instruments of Western governments.
The discussion was moderated by Dr. Katja Muñoz, Senior Research Fellow at DGAP's Centre for Geopolitics, Geoeconomics and Technology. The speakers were Cornelius Adebahr, Co-Executive Director of the Institute for Strategic Dialogue (ISD), and Samuel Dempsey, Transatlantic Policy Analyst and Journalist. The event was held in English.
